Turn oven on to Broil and place rack about 5 inches from the heat source. Cover a broiling pan with aluminum foil and lightly oil it.
Whisk together soy sauce, honey, rice wine vinegar, and sugar. Coat salmon fillets completely in this sauce. Place salmon on broiling pan, skin side down and brush any remaining sauce on the salmon. Sprinkle with salt and pepper.
Place under broiler for approximately 10 minutes. Do NOT overcook. The center of the thickest part should still be somewhat translucent. Place a handful of arugula on each plate and drizzle with a bit of olive oil and white wine vinegar. Place salmon fillet on top of the bed of arugula on each plate.
